LAHORE: The Lahore High Court (LHC) on Thursday ordered the Federal Secretary Establishment Division to include the name of a BS-21 officer in the high-powered promotion board for elevation to BS-22.
Justice Muzamil Akhtar Shabir issued the directive while disposing of a petition filed by Asim Majeed, currently serving as Director General, Federal Board of Revenue (FBR), Lahore.
The petitioner contended that despite his seniority, he was overlooked for promotion to BS-22, whereas several BS-21 officers junior to him had been promoted. Through his counsel, senior lawyer Hafiz Tariq Nasim, he challenged the promotions of those junior officers.
His counsel argued that the petitioner possessed an unblemished service record and extensive experience in key federal positions, yet the government had failed to grant him the deserved promotion. He further submitted that the criteria and parameters set by the Supreme Court for BS-22 promotions were not followed.
A law officer representing the government informed the court that Rule 4 of the Federal Service Rules for Promotion had been amended, and assured that the petitioner’s name would be placed before the promotion board.
After hearing arguments from both sides, the court directed that the promotion board meeting be convened at the earliest and that the petitioner’s case be considered strictly in accordance with the law and in light of relevant Supreme Court judgments.
