Contempt Action Against FBR Officials Over Delay in 2025 Tax Return

ISLAMABAD: A tax lawyer has urged the Federal Tax Ombudsman (FTO) to initiate contempt proceedings against Federal Board of Revenue (FBR) officials for failing to timely upload the manual or paper income tax return for Tax Year 2025.

Despite the FTO’s directive issued seven days ago, the return form has yet to be made available on the FBR’s website. The petitioner said the delay reflects “mismanagement, inefficiency, and violation of legal timelines,” disrupting taxpayers’ compliance process.

The complaint, filed by tax lawyer Waheed Shahzad Butt, stated that under the Income Tax Rules, 2002, individuals earning less than Rs1 million must file manual returns. However, FBR has not issued the required forms for 2025, prompting the FTO to order immediate compliance and upload of the manual return.
