FBR Raises Meritorious Award Cap For Inland Revenue Officials To 24 Salaries

ISLAMABAD: The Federal Board of Revenue (FBR) has approved an increase in the maximum limit of meritorious service awards for inland revenue officials, raising it from 18 to 24 salaries per financial year.

The decision was endorsed during the third meeting of the FBR Board-in-Council for 2025–26, held at FBR Headquarters under the chairmanship of the FBR Chairman. Senior board members attended the session, while three members were granted leave.

As part of the move, the Board approved amendments to the Inland Revenue Reward Rules, 2021, enhancing the award limit and introducing a fresh evaluation mechanism for ex-cadre officers and staff. According to officials, the revised award ceiling will apply to employees covered under Rule 6 of the Reward Rules.

The Board also examined the proposed performance appraisal framework. Member (Admin & HR) briefed the meeting, explaining that under the revised system, ex-cadre officers (BS-16 and above) and staff (BS-1 to BS-15) will be placed into performance-based categories that determine their eligibility for quarterly rewards. The evaluation will follow a weighted appraisal process involving Commissioners, Committees, and Senior Members to ensure transparency.

Some members suggested adjusting the weightage given to the appraisal committee, but the majority — including the Chairman — supported the new framework. It was further agreed that the entire system will be IT-driven, with PRAL directed to roll out the digital mechanism within seven days.

The Board also observed that the Customs Reward Rules, 2012 already permit rewards up to 36 months of basic pay; therefore, no revision is required for customs at this stage.
