KARACHI: The Karachi Tax Bar Association (KTBA) has called on the Federal Board of Revenue (FBR) to urgently appoint a Commissioner IR, Appeals-V in Karachi, citing prolonged administrative gaps that have left taxpayers without proper appellate recourse for months.
In a letter to the FBR Chairman, KTBA highlighted how the absence of a dedicated commissioner has caused a growing backlog of appeals and stay applications, creating hardship for taxpayers. Initially, Appeals-V was managed under an additional charge assigned to Commissioner IR (Appeals-VII), but the heavy workload led to significant delays.
The situation worsened when responsibility for Appeals-V was transferred to Commissioner IR (Appeals-IV) on November 21, 2025, resulting in many appeals being unscheduled for hearings. KTBA noted that partially heard cases now have to restart, and all pending stay applications were reset, describing the process as inefficient and contrary to natural justice.
The association also warned that without a dedicated commissioner, coercive recovery actions are being taken against taxpayers who have not had a fair opportunity to present their appeals, undermining confidence in the appellate system.
KTBA urged the FBR chairman to immediately appoint a Commissioner IR, Appeals-V in Karachi to restore efficiency, fairness, and confidence in the tax appellate framework.
