Islamabad:The Federal Board of Revenue (FBR) has demoted a senior Inland Revenue Service (IRS) officer in BS-20 following disciplinary proceedings that confirmed charges of inefficiency and misconduct, acting on directives from the Prime Minister.
The officer, Muhammad Asim Khattak, serving as Chief (Admin Pool) at FBR Headquarters, Islamabad, faced an inquiry under the Civil Servants (Efficiency and Discipline) Rules, 2020. The inquiry, initiated on January 27, 2025, included a formal charge sheet detailing allegations of inefficiency and misconduct.
Inquiry officer Karamatullah Khan Chaudhry (IRS/BS-21) submitted his report on March 27, 2025, finding four out of five charges proven and recommending a major penalty: reduction from Commissioner Inland Revenue (BS-20) to Additional Commissioner Inland Revenue (BS-19) for one year.
A show-cause notice was issued on April 29, 2025, giving the officer 14 days to respond. After receiving his reply on May 19, 2025, the Prime Minister appointed the Member (IR-Operations) as the hearing officer, who conducted a personal hearing on August 27, 2025.
After reviewing the inquiry findings and hearing officer’s recommendations, the Prime Minister approved the demotion to BS-19 for one year under Rule 4(3)(b) of the Civil Servants (Efficiency and Discipline) Rules, 2020. The officer’s performance allowance has also been suspended for the year, subject to reassessment for restoration.
The officer retains the right to appeal the decision under the Civil Servants (Appeals) Rules, 1977, within 30 days of receiving the order.
