ISLAMABAD: The Federal Board of Revenue (FBR) has set up new check posts to monitor the movement of goods from tax-exempt areas, aiming to prevent misuse of exemptions and ensure proper documentation for goods entering taxable regions.
Issued through SRO 2185(I)/2025 on November 20, the measure is implemented under Section 40D of the Sales Tax Act, 1990. The move comes after stakeholders raised concerns over irregular movement of goods from exempted areas, prompting stricter monitoring.

FBR officials will inspect goods and verify all accompanying documents as mandated under Section 40D. Vehicles transporting goods from tax-exempt regions must carry prescribed documentation. Non-compliance may lead to seizure of both goods and vehicles, with penalties notified within 15 days.
Tax-exempt areas include Azad Jammu and Kashmir, Gilgit-Baltistan, Tribal Areas, Border Sustenance Markets, and other officially notified regions.
