FBR Withdraws Special Customs Duty on Export Development Surcharge

ISLAMABAD: The Federal Board of Revenue (FBR) has abolished the special customs duty charged as Export Development Surcharge (EDS) on all export goods, effective immediately.

The decision, notified through S.R.O. 2335(I)/2025 issued on Tuesday, removes the 0.25% levy previously applied on exports. Experts have welcomed the move, calling it a positive policy shift aimed at boosting Pakistan’s export competitiveness.

Under the notification, the federal government has exercised its powers under Section 11 of the Finance Act, 1991 to exempt the entire special customs duty collected as EDS on the export of all goods.
