ISLAMABAD – The Federal Board of Revenue (FBR) has confirmed that the Active Taxpayers List (ATL) for the tax year 2025 will be published on November 1, 2025, following the recent extension in the income tax return filing deadline. Currently ATL number is at recor hight at 8.47million.
The list, originally set for release on October 1, was postponed after the government extended the filing deadline from October 15 to October 31, 2025. An FBR spokesperson stated that the updated schedule ensures the inclusion of all verified filers and maintains accuracy.
“The updated Active Taxpayers List for tax year 2025 will be published on November 1, immediately after the extended filing period closes,” the spokesperson confirmed.
Officials added that the 2025 ATL will exclude all individuals who failed to file their tax returns, marking them as late filers and subjecting them to higher withholding tax rates on property and other financial transactions.
For the first time, taxpayers who filed their returns for 2025 instantly appeared on the ATL, reflecting FBR’s upgraded digital system aimed at faster verification and improved taxpayer facilitation.
The ATL remains a vital tool for Pakistan’s tax system, granting reduced withholding tax rates to active filers while promoting transparency and compliance. Under the revised policy, FBR now issues the ATL shortly after the filing deadline— a shift from the previous March 1 release—ensuring more timely updates aligned with the actual filing cycle.
